Thrive by Five Washington mobilizes public and private partners to advance

This position contributes to the overall mission of the organization by
managing the technical, legal, financial and administration components of the
home visiting (HV) services account. This position is responsible for and has
the authority to manage the workflow, processes and related contract
administration and information management within the home visiting
team.

Major Functions:
  • Coordinates and manages the technical, legal, financial and administration
    components of the home visiting services account, working closely with program,
    grants manager, finance and communications staff to support making the home
    visiting program successful.
  • Develop home visiting program budget and systems to track related expenses,
    compliance and reporting and forecasting tools. Participate in the ongoing
    development of systems for grants and contract compliance for HV program.
  • Work with Thrive’s finance department to analyze HV budget for utilization
    trends and/or anomalies.
  • Inform and assist the development of “dashboard” tools to easily track HV
    performance. Provide regular, applicable reporting on expenditures to
    funders.
  • Provide guidance to the Director of Home Visiting on the impact of external
    and internal policy, legal and planning decisions on HV contract
    administration.
  • Support ongoing contractor relationship management.
  • Plan, design and implement contracting content standards for home visiting.
    Implement any needed corrective action plans warranted by program participant
    performance.
  • Develop a plan and timeline to ensure HV contract administration keeps pace
    with Thrive HV expansion.
  • Analyze structure and content of competitive RFP with Thrive grants
    administration team
  • Coordinate with Thrive Grant Team to Negotiate scope of work and budget with
    HV contract agencies. Negotiate any needed contract amendments with partner
    agencies.
  • Manages contract expenditures based on invoicing and contract
    deliverables
Qualifications:
  • Five or more years of experience in managing the administration of a large
    social program, preferably with a large multimillion dollar budget and growing
    program.
  • Demonstrated experience in a position requiring knowledge of budgeting,
    contract administration for a large social program that receives both public and
    private funding.
  • Experience establishing organizational systems in a team environment to
    improve efficiency and functioning in a fast-paced environment.
  • Ability to communicate technical, budgetary and program details to staff.
  • Excellent written and oral communication skills at all levels within an
    organization including a high level of interpersonal skills to handle sensitive
    and confidential situations; ability to summarize complex program components for
    program leadership and funders.
  • Ability to objectively analyze budget and contracting situations and
    evaluate pros and cons of any course of action.
  • Must be flexible, organized and able to work in a fast-paced environment
    with proven ability to work collaboratively with team members.
  • Demonstrated proficiency using MS Word, Outlook Excel, and relevant database
    software.
Education:
A bachelor’s degree in business administration, public policy or related field is required.
