WORK SCHEDULE: This position is full time and exempt. Work schedule will vary and may require working weekends, evenings and holidays.
POSITION SUMMARY:
Under the supervision of the Director of Residential Services, the Casa de los Amigos Program Manager is responsible for the management, development and coordination of residential services to Unaccompanied Minor youth, 12-17 years of age, placed in the program under the Office of Refugee Resettlement Department of Unaccompanied Children's Services (ORR / DUCS). The Casa de los Amigos Program Manager supervises site staff and requires an individual with strong management, clinical, supervisory and interpersonal skills.
ESSENTIAL RESPONSIBILITIES:
• Responsible for the hiring, supervision and training of all program staff.
• Manage staff schedule to ensure that residents are provided the necessary support and supervision, as required by Washington State licensing guidelines and standards of program contracts.
• Supervise youth intakes and assessments.
• Ensure that a case plan is developed for each resident and that assigned staff are properly managing case plans.
• Provide case management and advocacy for youth in coordination with ORR, Lutheran Immigrant Refugee Services (LIRS), Volunteer Advocates for Immigrant Justice (VAIJ), and Immigration Customs Enforcement (ICE).
• Assist the Director of Residential Services in the development and management program budget. Ensure that program operates with budgetary guidelines.
• Ensure that youth case records are accurate and current.
• Ensure that required program reports are completed in an accurate, thorough and timely manner.
• Ensure that all program elements meet Washington State licensing guidelines and standards of program contracts.
• Coordinate individual, group and family counseling as appropriate.
• Develop therapeutic plans for the program including the development of both educational and therapeutic groups. Provide thorough case documentation including follow-up services and outcome data.
• Participate in inter-agency meetings, as assigned.
• Carry a pager and be available to program staff for consultation and/or emergencies.
• Other duties as assigned.
QUALIFICATIONS:
REQUIREMENTS:
• Fluency or high proficiency in the Spanish language.
• Bachelor's Degree in Human Services (or a related field of study).
• Strong management, clinical, supervisory and inter-personal skills.
• Two years' work experience with youth and/or immigrant populations, preferably in a residential setting.
• Acceptance of a variety of lifestyles, behaviors, and cultural and spiritual practices.
• Ability to maintain professional boundaries with clients while building trust and respect.
• Ability to pass a DSHS Criminal Background Check.
• Ability to verbally and physically respond to an aggressive person in ways that de-escalate, establish and maintain staff and youth safety.
• Proficient in computer use, especially MS Word, Excel, and Outlook.
PREFERENCE:
• Master's Degree in Human Services (or a related field) and/or 5 years of experience in Program Management.
PHYSICAL REQUIREMENTS:
• Ability to perform moderate physical work, exerting up to 50 pounds of force occasionally and 10 to 20 pounds frequently, and up to 50 pounds of force occasionally.
ADDITIONAL REQUIREMENTS -- Within 30 Days of Hire
• Must have current negative TB test
• CPR / First Aid Certification
• Food Handler's Card
• HIV / AIDS Training (minimum 4 hours)
• When driving YouthCare vehicles, you must possess a valid WA State Drivers License and have taken Van Driver Certification Training or an approved Defensive Driving Course.
