For over 40 years, Hopelink, a vibrant community action agency, has served homeless and low income families, children, seniors and people with disabilities in an 800 square mile area of north and east King County, Washington. Summary:
Hopelink's Mobility Management division works to make it easier for all people to get around King County. We do this by (1) supporting cross-sector collaborations to improve transportation services for people who cannot or choose not to drive, and (2) offering travel training programs for individuals, human service staff and medical providers to build awareness of existing transportation options. We strive to be innovative, entrepreneurial and collaborative in all our activities.
The Mobility Coordinator supports the ongoing development, implementation and coordination of sub-regional mobility coalitions and countywide mobility committees to increase mobility in King County. This position is funded through federal, state, and local funds and grants, and is contingent upon continued future grant funding.
Essential Functions:
  • Provides staff support to the Eastside Easy Rider Collaborative, North King County Mobility Coalition, South King County Mobility Coalition and committees of the King County Mobility Coalition in various project initiatives.
  • Identifies potential partnerships to increase mobility for low-income workers, older adults, people with disabilities, youth, immigrants, refugees and veterans.
  • Identifies funding opportunities and supports grant-writing efforts for projects and activities undertaken by mobility coalitions and committees.
  • Analyzes the effectiveness of community engagement with an emphasis on involving a broad array of agencies in the coalitions' work and achieving notable outcomes for each mobility coalition and committee.
  • Ensures that mobility coalitions and committees have a diverse and engaged membership, including leading member recruitment and engagement.
  • Works with coalition members to prepare and conduct annual briefings with stakeholders, including elected officials.
  • Represents the mobility coalitions, Hopelink's Mobility Management department and Hopelink before various community groups, demonstrating good judgment and awareness of the political environment in which we operate.
  • Strengthens relationships between the subregional mobility coalitions and the King County Mobility Coalition, human service alliances, King County's regional transportation boards, and other Hopelink staff and departments to meet the coalitions' and agency's goals and objective.
  • Maintains financial oversight and grant compliance for assigned coalitions and projects, including tracking outcome data and assisting with grant reporting.
  • Other duties as assigned.

Required Qualifications:
  • Two years community engagement and collaborative project management experience, demonstrating effective facilitation, community engagement, action planning and implementation skills.
  • Strong planning and organizational skills, with attention to detail.
  • Exceptional verbal, written and presentation skills, with the ability to communicate effectively with contractors, other employees, community agencies, funders and the public using tact, courtesy and good judgment.
  • Experience collecting and analyzing data, defining problems, identifying potential solutions, developing implementation strategies, and evaluating outcomes.
  • Understanding of outcome-based measurement and action planning strategies.
  • Proficiency with Microsoft Outlook, Word, PowerPoint, and Excel (including formulas).
Preferred Qualifications:
  • Proven experience in catalyzing others to launch new initiatives with successful outcomes.
  • Knowledge of passenger transportation services in King County and Puget Sound, including human service transportation.
  • Bachelor's degree in Transportation, Urban Planning, Public Administration, Political Science, Communications or related field.
  • Experience working with diverse communities, preferably low-income, older adults, people with disabilities, immigrants and veterans.
  • Experience managing grants or contracts, preferably federal grants.
Licenses, Certificates and other requirements:
  • Travel as necessary within or outside of King County via automobile or other mode of transportation.
  • Valid Washington State driver's license.
  • Reliable personal transportation.
  • Proof of personal automobile liability insurance.
  • Must pass criminal background check through the Washington State Patrol.
