Summary
Participate in overall foster care department growth and stability. Recruit and facilitate licensure of new foster homes that match the need of the program. Supervise and support foster families including performance improvement and training. Complete initial surveys for all potential foster homes within the Washington region, including the Unified Home Study. Work closely with Youthville administration and foster care staff and DSHS case workers to facilitate smooth transition of family to Foster Care department.

Essential Functions

______35% Foster Parent Recruitment
Develop recruitment action plan. Perform recruitment functions including developing top foster parent prospects, follow up calls to prospects in a timely manner, schedule in-home visits to potential foster parents to pre-screen for regulatory compliance, build relationship with potential foster families and assure enrollment in required pre-licensure/pre-service training. Generate leads by being in community at trade shows, speaking to church and civic organizations, developing community partnerships, and speaking at informational meetings.,

______20% Child/Youth/Foster Family Support
Ensure regulatory and TJC standards are met and complete necessary licensure paperwork. Ensure adherence to Youthville policies. Document all activity per agency policy. Responsible for contractor, resource parent and child satisfaction. Monitor and comply with established agency, foster care department and provider outcomes that support the agency and departmental goals.

______15% Assessment & Pre-placement
Work with TFC Clinician to review all clinical information, social history, abuse/neglect concerns and permanency plans. Participate in discharge planning for children who are referred from psychiatric hospitals and residential facilities. Complete initial assessment of foster family. In collaboration with internal and external stakeholders, assess the capacity of prospective foster families to meet the needs of referred youth. Determine viability of matches between youth and prospective foster families. Assist in facilitating pre-placement visits. Assess services needed to ensure successful placement in therapeutic foster care

______15% Program Development & Training
In collaboration with supervisor, meet with foster parents to assess and create professional development plans in order to identify those who are willing and able to care for children referred for therapeutic foster care. Ensure that foster family training needs are identified and met, including any required pre-licensure or pre-service training. Provide direct training to resource parents and staff.

_____10% Fingerprinting/Background checks
Ensure background checks and fingerprints for potential foster and adoptive parents, as needed, are completed and submitted to Division of Licensing Resources (DLR). Identify contact source for out of state background checks, forward requests as well as receive results; and provide all results to identified staff.

______5% Database
Work with Washington Administrative assistant to develop, maintain and update database files and/or spreadsheets as it relates to fingerprint based background checks and out of state abuse/neglect central registry checks. Ensure that data is updated and maintained according to agency policies and procedures.

Other Functions
Participate in all required agency training.
Retention: Assist with foster parent appreciation efforts and events.
Performance Improvement: Compose, administer, monitor and follow through on Partnership Development Plans.
Participate in supervision and team meetings.
Other duties as assigned.

Physical Requirements & Working Conditions
Able to travel, driving agency or personal vehicle including at night; limited travel throughout State.
Able to do occasional lifting of up to 50 lbs
Able to work flexible schedule, including evenings and weekends.
Employee is subject to outside environmental conditions occasionally; inside conditions frequently, with protection from weather conditions but not necessarily from temperature change.

Education
Bachelor's Degree in social work or related field.

Work Experience
Prefer experience-providing services in residential or foster care setting.
