Neighborhood House Programs
Since 1906, Neighborhood House has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence, health and community building. Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 13,500 individuals. Of those, 80 percent are refugees and immigrants.

Scope
The CDC Project Community Health Supervisor is directly responsible for the operation of Neighborhood House HIV prevention program. With the support of the Director, this position is responsible for supervision of staff funded by the Center for Disease Control (CDC) and Prevention, US Department of Health and Human Services. This person will develop and implement strategies to provide HIV Counseling, Testing and Referral and HIV prevention workshops (VOICES/VOCES) in (US and Foreign Born) African American communities. These activities include and but not limited to community outreach and assessment, program design, fund development support, partnership development, project management, budget management, and performance management. The CDC Project Community Health Supervisor works closely with Project Director, Evaluator and other Neighborhood House Departments and community partners to coordinate services to clients.

Responsibilities
Provide day to day supervision, leadership and consultation to Community Health Associates (CHAs)/HIV Counselor and Tester, Data Specialists, volunteers and other staff. Coach and monitor CHAs in outreach and recruitment strategies for VOICES/VOCES workshop and HIV Counseling, Testing and Referral using RESPECT.
Train and schedule training for CHAs on VOICES/VOCES (HIV prevention intervention) and support training of RESPECT with the CDC and other approved trainers to ensure fidelity and quality of HIV education services.
Provide, support and monitor CTR weekly activities using Outlook and other monitoring system at Neighborhood House and the community partners.
Provide, support and monitor HIV workshop activities at Neighborhood House and the community partners.
Provide consultation to CHAs through weekly meeting and reviewing HIV testing chart, assessment/intake files, tracking files, weekly activity sheets, outreach forms and other data to ensure quality of care.
Monitor and track timesheets and activity sheets, mileage forms, incentive forms and other administrative forms.
Supervise CHAs to track all linkages and partnerships, including community HIV testing activities, referral processes for HIV cares services, partner notification and partner referrals, with substance abuse treatment programs, public health, clinics, community partners and other on-site or referral partners. Review and monitor case files, programs and services to meet client needs and compliance with program standards/best practices.
Coordinate and oversee interpretation services for clients. Coordinate the translation of research materials and other documents into multiple target languages following the CDC material education/flyer system. Coordinate and track HIV workshop, data collection activities and other related community education, HIV/Substance Abuse education (youth and adult peer education).
Identify skills for CHAs and provide applicable training program and training referrals of staff and tracking all external training activities. program planning and behavioral change as it relates to substance
Supervise, organize and attend community events which include our HIV testing, substance abuse treatment referral activities and other Project HANDLE activities.
Work with Neighborhood House and community partners to ensure cultural relevancy of services provided.
Assist Program Director in bi-annual and quarterly reports, developing program timelines, procedures and activities to meet program goals.
Oversee the implementation and quality of all programs and services, including HIV education, HIV testing, substance abuse treatment referral and other programs.
Recruit and serve on WA Community Planning Group, Advisory Committee, and/or other HIV/Neighborhood House committees or task forces.
Lead and support in on-going appraisal of staff performance and provide regular formal and informal feedback.
Maintain purchasing records and resolve problems, review, approve and allocate purchases to proper cost categories; ensure compliance with departmental, institutional and/or granting agency policies, reports, rules and regulations. Maintain Project HANDLE office at Neighborhood House sites. Maintain accurate tracking record of invoices for participants.
Review, enter, monitor and track CDC data collection (EvaluationWeb and PEMs) and other required data for CTR and VOICES/VOCES.
Provide periodic HIV testing or training in support of team activities, as needed.
Assist Program Director, Medical Director and other consultants in data collection, and other data with program and fiscal reports and grant writing.
Perform other duties as assigned.

Minimum Qualifications
Bachelor's Degree in Social Work or Health related fields.
Three (3) years experience working in HIV prevention program, substance abuse, homeless shelters, program serving at-risk (US and Foreign Born) African American and other social work or human services.
Demonstrated comfort in discussing highly sensitive topics with clients, including HIV/AIDS, sexuality and risk factors.
Must have reliable transportation to travel to HIV testing sites, clients, community events and various HIV prevention workshops to conduct HIV counseling, testing and referral.
Demonstrated ability to perform job duties within the context of complex regulation and definitions and to complete extensive technical documentation. Proven attention to detail.
Ability to work with limited supervision and considerable self-direction.
Ability to excel in highly visible, highly public settings.
Ability to maintain confidentiality of sensitive information.
Team player who is resourceful, proactive and comfortable working with diverse populations.
Extensive knowledge of target community, and strong outreach/communication skills.
Good listening and oral/written communications skills and a non-judgmental, positive, problem-solving attitude. Language skills sufficiently strong to prepare documents in English.
Experience working with at-risk (US and Foreign Born) African American ages 25 years to 44 years old. Knowledge on African American men (MSM and heterosexual men) and Ethiopians in King County is a plus.
Computer literacy, including MS Office.
Proven organizational skills and the ability to manage multiple tasks, including the ability to work on multiple projects.
Willingness to comply with established agency policies and performance standards, which may include productivity/personal responsibility, client/customer services, teamwork, and maintaining a professional demeanor.
Must pass the Washington State Patrol background check (re-checked every two years).
Current First Aid and CPR certificate (may be obtained within 30 days of employment).
Must be able to work a flexible work schedule (Some out of state training will be required.
Certification for HIV testing and counseling (may be arranged after hire).
HIV instructor certification (may be arranged after hire)
Training on proper HIPPA procedures and requirements (may be arranged after hire)
Motivational interviewing training (may be arranged after hire)
