F/T Outreach Program Manager (Auburn, WA)

SUMMARY OF RESPONSIBILITIES:

The Outreach Program Manager is responsible to oversee and coordinate daily operations of the Outreach Program. In conjunction with the Director of Residential Services, the Outreach Program Manager will work on program development, contract compliance, grant writing, preparing reports to funding sources, budget oversight, training, scheduling and supervision of staff individually and through facilitation of weekly team meetings. The Outreach Program Manager will also be responsible for some outreach efforts and direct facility based and non facility based case management services to clients.

ESSENTIAL FUNCTIONS:
Oversee the orientation, training and evaluation of all program staff.
Strategize and facilitate connections with appropriate agencies, schools, police departments etc. regarding the Outreach program.
Maintain accurate and up-to-date program records and compile statistical and other reports as necessary.
Oversee program staff to ensure that all necessary paperwork is complete (i.e. staff statistics, enrollments, etc.).
Prepare monthly and quarterly reports.
Provide direct service to youth with a focus on under served and hard to serve populations.
Provide case management and outreach services as needed to eligible youth for up to six months after the initial assessment.
Maintain data collection and case records as required by the grant and/or the contract.
Vehicle and supply maintenance and upkeep
Coordinate and participate in after hours services to facility based case management clients.

In Conjunction with the Director of Residential Services:
Interview and hire all outreach workers and case managers
Handle personnel issues as needed
Develop and monitor Outreach Program budget.
Oversee the scheduling of staff, and authorize staff vacation and sick leave, verify and authorize time sheets.
Complete grant requirements and develop new funding sources.
Participate in ongoing development of policy and procedures for the Outreach program

OTHER FUNCTIONS:
Attend appropriate local, state and national meetings as requested.
Attend meetings and training's as requested/required.
Provide community presentations on Outreach Program services as requested.

REQUIRED EXPERIENCE:
Demonstrated ability to appropriately intervene in Crisis situations (Crisis Intervention Skills).
Ability to communicate and set clear limits with youth in crisis.
Ability to communicate clearly both written and verbal.
Three years experience in program development, management and staff supervision.

EDUCATIONAL REQUIREMENTS:
Bachelor's degree or equivalent experience in Social Work or related field required.
Three years experience working with at-risk youth or street youth.

REQUIRED LICENSES, CERTIFICATES OR KNOWLEDGE:
Current Washington State Drivers License and proof of valid insurance.
Current CPR and First Aid Certification
Documented HIV/AIDS training
Current Washington State Counselor Registration status.
Proof of Negative TB test.

WORKING CONDITIONS:
Occasional same day out of town travel for meetings and conferences requiring use of personal vehicle.
Use of personal and agency vehicles for outreach and case management services to clients.
Ability to be flexible with work schedule.
Work may include holidays and weekends.
Ability to respond to emergency back-up incidents.
Carry an agency phone and ability to respond to calls during regular working hours.

SAFETY HAZARDS OF THE JOB:
Outreach work on city streets.
Maximum safety hazards due to work in non-controlled environment
