Neighborhood House Programs
Since 1906, Neighborhood House (NH) has been helping diverse communities of people with limited resources attain their goals for self-sufficiency, financial independence, health and community building. Our services include early childhood education (including Head Start and Early Head Start), mentoring and tutoring, emergency referral services, self-sufficiency/employment classes and services (including ESL and citizenship), job placement and training, substance abuse services, transportation and outreach for the elderly and disabled and publication of the Voice newspaper. Annually, Neighborhood House serves over 17,000 individuals. Of those, 80 percent are refugees and immigrants.
Scope
The High Point Promise Evaluator/Research Analyst will be responsible for
Designing and implementing an evaluation plan across NH programs and partners aligned with nationally recognized indicators and outcomes
Assessing current data measures, processes, and systems of NH programs and partners
Maximizing new and current data tracking systems to track results and respond to data with urgency
Managing the use of data to support ongoing quality improvement of Promise Neighborhoods programming and services
The Evaluator/Research Analyst will report to the High Point Promise Project Director and the Director of Finance and Administration. This position will work closely with a wide range of stakeholders, including the external evaluators, program managers, direct services staff, Management Information System (MIS) staff, partners and school personnel.
In addition to supporting Promise, this position will work across all NH departments and programs to improve data use and evaluation. This may include employment, youth education, family support, health or early childhood programs. This work will support data driven, real time decision making to improve client, program and community outcomes. In addition, this position may assist NH in developing an agency wide outcome framework that captures the core of our impact as a multi-service agency in meeting our mission.
While this position is starting at 30 hours, with organizational growth, the position may be expanded over time or the employee in this position may be eligible for increased hours pertaining to other programs/departments.
Responsibilities
Work closely with MIS team, Project Director and Director of Finance and Administration to implement and maintain data management system that provides accurate and timely data to program staff on student performance, indicators and milestones.
Ensure implementation of appropriate research and data quality protocols are followed.
Work to align research findings, data analysis, accurate assessment with program activities and curricula.
In collaboration with stakeholders, support the update of the comprehensive needs assessment of children, youth and families in High Point.
Act as liaison with Seattle Public Schools data teams to collect and analyze academic performance data.
Identify local and national comparative data sources.
Analyze individual, program, school and community data and provide useful summaries and statistical reports to assist all project stakeholders in monitoring progress toward goals.
Develop and deliver training to NH staff and partners on using the available data to make data driven decisions on participating students and programs as well as identifying gaps and needs.
Analyze data to achieve outcomes that support both program and agency goals.
Maintain relationships with grantors/donors and provide required data analysis for contract requirement.
Document and share best practices that can support implementation in other communities around King County.
Assist with developing and overseeing security measures to protect participant confidentiality.
Train NH and partner staff on effective practices, including using data to make rapid time program decisions.
Prepare reports for the NH Board of Trustees and the High Point Promise Advisory Board.
Work with NH directors and managers on other projects as needed.
Minimum Qualifications
Bachelor's Degree in area of study evidencing research and analytical skills. Alternative combinations of education and experience that yield the same degree of professional competence may be substituted. Master's Degree preferred.
Three years experience in research, evaluations and/or the application of research to program design.
Technical expertise in creating, enhancing, or modifying data systems.
Experience in education, including using data to inform assessment and programming.
Expertise in evidence-based best practices/models desired.
Experience in other social service areas that are core to NH's mission is desired.
Must be able to work in a dynamic environment with constant change and growth.
Professional experience in both formal and informal settings working with diverse ethnic and economic populations, including refugees as well as indigenous diverse minority populations.
Excellent communication skills.
Proven ability to translate complicated or technical data questions or findings into language appropriate for multiple audiences; ability to train, develop materials and support staff in using data.
Proven organizational skills, attention to detail and the ability to grasp the "big picture."
Must be self-starter, highly organized, dependable, have strong problem-solving skills and be able to manage multiple complex problems at once.
Proficient in key computer applications (MS Office/Word/Excel/Access, statistical packages).
Willingness to comply with the established agency performance standards, which include productivity/personal responsibility, client/customer service-orientation, serving as a team player, entrepreneurialism, and maintaining a professional demeanor.
Washington State Patrol Background Clearance (re-checked every two years).
Child Protective Services (CPS) Training within 90 days of employment.
